NOTICE IS HEREBY GIVEN that the Huntington Beach City School District (“District”) is seeking proposals from firms prequalified by the District in accordance with Public Contract Code section 20111.6, Education Code section 17406(a)(2)(C), and District BP/AR 3311, for pre-construction and lease-leaseback (“LLB”) construction services for HVAC Modernization Projects at Eader, Peterson, and Smith Elementary Schools and Dwyer Middle School.

DSA Submittal Documents were available beginning December 5, 2024, online with Crisp Imaging. RFQP Documents will be available beginning December 20, 2024, online with Crisp Imaging, 3180 Pullman Street, Costa Mesa, CA 92626, Phone: (866) 632-8329.  To order downloadable project documents from Crisp Imaging, visit https://www.crispplanroom.com/jobs/public, click on Planroom (top of page), then click on Public Jobs, search for “Huntington Beach City SD” then select project by title of RFQP or bid.  Downloads are available at no charge. A Mandatory pre-submittal conference was held on December 12, 2024 at 10:00 a.m. at Eader Elementary School, 9291 Banning Avenue, Huntington Beach, CA 92646. 

A NON-MANDATORY pre-submittal conference will be held on January 9, 2025, at 9:00 a.m. at Eader Elementary School, 9291 Banning Avenue, Huntington Beach, CA 92646. Meet in front of the Administration Office.  Following the site walk at Eader Elementary School, attendees will be provided with instructions for the site walk at the remaining three (3) school sites.  

Firms interested in submitting qualifications and proposals are not required to have attended the Mandatory Pre-Submittal Conference that was held on December 12, 2024.  All firms interested in participating in this RFQP are welcome to attend the Non-Mandatory Pre-Submittal Conference on January 9, 2025.

In accordance with Education Code section 17406 and Public Contract Code section 20111.6, prime contractors are required to submit to the District prequalification documents online with PQ Bids, at: https://pqbids.com/huntington-beach-csd-ab2031/. Deadline for submission of prequalification documents to PQ Bids is no later than January 13, 2025 at 4:30 p.m.  Any respondent that submits a proposal and is not prequalified will be deemed non-responsive and the proposal will be rejected and returned unopened. In addition, the firm will be responsible for prequalification of subcontractors as stipulated in the LLB documents.

Include “RFQP LLB HVAC Projects” on email subject line to identify pre-submittal questions.

Respondents to this RFQP shall submit an original, three (3) hard copies and one (1) digital copy of the qualifications and proposal, together with any required attachments thereto, must be received by the District ON OR BEFORE 2:00 p.m. on January 28, 2025. No qualifications and proposals will be accepted after this time and date. It is the proposer’s responsibility to ensure that the response has been received at the appropriate time and place. The successful proposer must possess a valid and active California State License Board Class B license at time of submission of the proposal.

The proposer and all subcontractors (of any tier) must be currently registered with the Department of Industrial Relations (“DIR”) and qualified to perform public works in accordance with Labor Code section 1725.5.

The District reserves the right to accept or reject any or all proposals, and to waive any irregularities or informalities in any proposal or in the RFQP process. If the selected proposer refuses or fails to execute the tendered contract, the District may award the contract to the proposer with the second highest best value score if the District deems it to be in its best interest. The District reserves the right to contract for LLB services in the manner that most benefits the District including awarding more than one contract if desired.
